After some very quick googling and skimming, it seems that some natural breasts (varies based on person) and (quality) breast implants are neutrally buoyant. So if she has just relaxed her core and sunk back down into the water, it would make sense that her breasts continued downward when her torso stopped, thus landing them in their current position. Whether the artist is aware or not, I think their position is plausible.

How is this predicament bondage? She can do a sit-up or something else to get her ahead above water to breathe but that will result in her ... surviving? You missed the part where in order gain some air she needs to do a sit up with weights, taking more stamina, muscle and air left to the task. Or she could lay like she is, relaxing muscles, keeping more air in the uncompressed lungs before the next sit up that will make her lose air. It fits the tag description. You can't stay still, you switch from one position to another to get some comfort.
