The number next to a tag indicates how many times it's used on Danbooru. E.g., the "solo" tag is used in about 5.1 million posts, and the "wings" tag in about 448 thousand posts. When a new tag is created, there's a high chance it was by accident (often thanks to a typo). The new tag will only be used once on all of Danbooru, so that "1" is highlighted red. That way, if the tag was created accidentally, it will be easy to spot in the tag list for deletion/correction. If the tag was created on purpose (as "purple high heels" seems to have been), then it just needs more posts meriting the tag to make that red 1 go away.
