It kind of reminds me of the Phillips CDI cutscenes for some reason, don't ask why for I cannot tell you.

The animation is actual 3d. If you look closely at 0:02 you can see part of the phone clipping through her sleeve. The artist probably used a specific form of shading/illumination to make it look flat and thus 2d.
