There are 12 stages broken up into 3 sectors and each stage costs a certain amount of energy to do, with a character having 10 max energy, so they can only take on a limited number of stages. The joke is that Chisa can be on the team for any of the three above as an option for their support (all main DPS) but she only has 1 energy left, so she has to pick who she's supporting for that last energy...

Slight correction, it's Endstate Matrix mode that the artist is refering to here. Basically a boss gauntlet mode with score tied to how much damage you can do within the timer. There is no team limit but each character only have 1 energy to attempt, Healers have 2 energy instead so they can be used in 2 teams. Unfortunately for Chisa, she's a premium healer for Negative Status teams (all 3 main dpses in the pic) but because she deal sub-dps tier damage unlike 2 energy Healers, she only has 1 energy instead so ...
