The Animal Crossing officer is named Copper, arresting Yoshi for multiple counts of tax fraud (one of those random memes that inexplicably got super popular).

If you talk about the name of Richter's weapon, I think it's usually refered to as just Vampire Killer, whip or chain whip. As for why Pichu is stealing it, this author has a recurring joke about Pichu being a masochist because he hurts himself with his attacks.

Roy's weapon handle looks like his own sword, but with a simplified design. His and Marth's jokes are essentially the same: Roy does more damage with the body/base of his sword, and Marth with the tip, so those weapons would help them do more damage

The 50$ mew thing is a joke on how the Pokéball plus (a 'controller' for Pokémon Let's Go that also contains Mew) costs fifty bucks. Not sure about young link though, I think it's just a joke on how because he's young he's into super hip cool stuff or something like Fortnite and V-Bucks, which probably sounds dumb but it's the best I got.

I don't think Pichu stole it, rather he and Richter Belmont got their gifts switched somehow. The blue sunglasses Richter is wearing were meant for Pichu.
